How do we protect our rights and interests in the world of artificial intelligence?

Artificial intelligence is a scientific field that aims to develop machines and programs capable of simulating the mental and behavioral capabilities of humans, such as learning, reasoning, creativity, and communication. Artificial intelligence is considered one of the most important emerging technologies of the twenty-first century, as it can revolutionize various fields, such as health, education, industry, security, and entertainment .


But as artificial intelligence becomes more developed and widespread, challenges and concerns about its impact on human rights, values, and interests are also emerging. Among these challenges, the issue of AI digital sovereignty stands out, that is, the ability to control and dispose of data, information, and resources related to AI. This issue raises important questions, such as: Who owns and benefits from artificial intelligence? How can fairness, transparency and accountability be ensured in the use of artificial intelligence? What are the social, economic, political and ethical impacts of artificial intelligence on the individual, society and state?


The concept of digital sovereignty for artificial intelligence

Sovereignty is a term used in political science to denote the supreme and absolute authority of a state over its lands, people, and decisions. In the era of globalization and digitization, sovereignty is transformed from a geographic concept to a digital concept, which means the ability to control and dispose of data, information, and digital resources, whether at the individual, societal, national, or international level .

 

Dimensions of digital sovereignty of artificial intelligence

Digital sovereignty includes four main dimensions :


- The legal dimension

The legal dimensions of artificial intelligence relate to the development and application of rules, standards and legal agreements that regulate rights and duties related to artificial intelligence, whether at the individual, societal, national or international level. Some of these rules, standards and agreements are :

           Human rights: means that AI must respect, protect and promote global, regional and national human rights, such as the right to life, liberty, security, privacy, education, health, culture, participation and development .

           Property rights: means that artificial intelligence must respect, protect and promote the intellectual, industrial and digital property rights of innovators, users and beneficiaries of artificial intelligence, and that there must be a balance between protecting these rights and promoting innovation, cooperation and access to artificial intelligence .

           Access rights: means that artificial intelligence must be available, accessible, equal, comprehensive, and fair to all individuals, communities, and countries, and that there must be solidarity, cooperation, integration, and harmony among them in the field of artificial intelligence .

           Security rights: means that AI must be secure, reliable, resilient, compatible and proportionate to the objectives, requirements, risks and challenges related to AI, and that there should be prevention, protection, response, restoration and recovery from any threat, attack, incident or disaster involving AI :


- The technical dimension: related to the development and use of technologies, tools, infrastructures, platforms, protocols, standards, algorithms, applications and digital services, such as the Internet, cloud computing, the current Internet, the upcoming Internet, artificial intelligence, machine learning, deep learning, big analysis, quantum computing, augmented reality, virtual reality, mixed reality, sensory Internet, industrial Internet, human Internet, and the Internet. The biological Internet, the neural Internet, the genetic Internet, the atomic Internet, the astronomical Internet, and the cosmic Internet .


- The economic dimension: related to the creation, development, competitiveness, organization, and evaluation of value, benefits, costs, risks, opportunities, challenges, and impacts related to data, information, and digital resources, such as growth, employment, investment, innovation, trade, consumption, production, distribution, exchange, cooperation, integration, diversification, transformation, digital transformation, digital economy, smart economy, sensory economy, industrial economy, human economy, economics. Bio- and neuro-economics


 Ethical Dimension: Artificial Intelligence relates to the values, principles and standards that govern the development and use of artificial intelligence in a way that respects the rights, dignity, diversity and solidarity of human beings. Some of these values and principles are :

Humanity: means that artificial intelligence must serve the interests of humans and not harm, threaten, or replace humans .

Neutrality: means that artificial intelligence must be objective and fair and not practice or promote any type of discrimination, stereotypes or biases .

Transparency: means that artificial intelligence must be understood, documented, and subject to inspection, review, verification, identification, and correction .

Accountability: means that artificial intelligence must be responsible and committed to the results and effects that it produces or participates in, and that there must be mechanisms for reporting, objection, and compensation when any error or damage occurs .

Sustainability: means that artificial intelligence must be compatible and harmonious with the environment, natural resources, biodiversity, cultural heritage and human development

  

Challenges and opportunities for promoting digital sovereignty of artificial intelligence 

Promoting AI digital sovereignty requires legal and policy changes at the global level, to address the challenges, gaps and contradictions that arise from the development and spread of AI. Some of these changes are :

           Establish and implement legal and ethical frameworks, standards, principles, rules, mechanisms and international institutions that regulate, monitor and protect the rights, interests and responsibilities of all parties involved in artificial intelligence, such as human rights, privacy, security, ownership, access, use, exchange, cooperation, innovation, development, peace and solidarity .

           Strengthening and deepening cooperation, dialogue, understanding, coordination, consensus, balance and harmony between countries, international, regional and local organizations, civil society, the private sector, academic, research, media, artistic and cultural circles in the field of artificial intelligence, to exchange experiences, knowledge, data, resources, benefits, challenges and solutions  .

           Encouraging and supporting developing, backward, marginalized, disadvantaged countries affected by the development and spread of artificial intelligence, to build, develop and enhance their capabilities, skills, infrastructure, legal system, competitiveness, participation and benefits in the field of artificial intelligence, and reduce disparities, disparities, discrimination, exploitation, tyranny, colonialism, domination, marginalization, control and interference in the field of artificial intelligence.

 

Recommendations to enhance digital sovereignty of artificial intelligence 

These are some recommendations for strengthening AI digital sovereignty

           Adopting ethical and humanitarian principles and values that respect the rights, dignity, diversity and solidarity of humans in the development and use of artificial intelligence .

           Enhancing cooperation, dialogue and understanding between various parties concerned with artificial intelligence, such as governments, international organizations, civil society, the private sector, academic, research, media, artistic and cultural circles .

           Develop and apply standards, indicators and mechanisms to measure, evaluate, monitor, review and improve the performance, quality, security, accountability, transparency, justice and sustainability of artificial intelligence .

           Encouraging and supporting innovation, learning, training, awareness, participation, empowerment, empowerment, inclusion, diversity, parity, integration, balance and harmony between humans and artificial intelligence .

           Promote and protect sovereignty, independence, freedom, peace, security, development, coexistence, pluralism, coexistence, tolerance, solidarity, cooperation, integration and harmony among nations and peoples in the face of challenges, opportunities and impacts related to artificial intelligence

 

Can these recommendations be achieved in the digital world?  

This is a good and important question. I believe that these recommendations can be achieved in the digital world, if there is will, cooperation, coordination, understanding, consensus, balance and harmony between the various parties involved in artificial intelligence. There is no magic solution or ready-made recipe for achieving digital sovereignty through artificial intelligence. Rather, this requires a continuous, joint, responsible, creative, flexible and adaptive effort to the changes, challenges and opportunities facing the digital world. I am optimistic that humans are able to use artificial intelligence in a way that serves their interests, values, goals, and visions for a better future .

In this article, I addressed the topic of digital sovereignty for artificial intelligence, and explained its concept, dimensions, principles, and initiatives. I also discussed some challenges, opportunities, and recommendations for enhancing it at the local, regional, and international levels. I believe that digital sovereignty for artificial intelligence is a vital and urgent issue to protect our rights and interests in a rapidly changing and developing world. Therefore, I call for the necessity of adopting a responsible, creative, cooperative, balanced and harmonious stance among all parties concerned with artificial intelligence, and working to develop and apply rules, standards, mechanisms and institutions that guarantee justice, transparency, accountability and sustainability for artificial intelligence.
